Jackson Public Schools broke ground on the new Gladys Noel Bates Elementary and Thomas Cardozo Middle School complex in March 2009. Located at the intersection of McDowell Road and Highway 18, the $27.9 million Bates/Cardozo project is the largest construction project in Jackson Public Schools’ history. It was funded by a $150 million school bond referendum, the largest ever passed in Mississippi. The project also is the second largest K-12 school construction project in the state, surpassed only by the construction of two schools on the Mississippi Coast that also serve as shelters.
